Client Name: Electro Hidraulica S.A.

L&S Electric was contracted for engineering services to provide a Bypass Valve Controller, an Auto-synchronization System, and a MRT2.1 Governor System with a Hydraulic Pressure Unit to PCH Santa Ana located in Bogota, Colombia.  Additional services include installation supervision and system commissioning, and onsite training for operators.  Additional miscellaneous equipment includes HMI programming software and a LVDT breakout box. The supply of the master PLC system and the Bypass Valve hydraulic pressure unit are by others.

Client Name: Hydro Quebec

L&S Electric was awarded the Les Cedres U9 Governor Control Replacement Project. The project includes the supply of a new governor control system with new LS-7500 main distributing valve, and Came-33 / MLDT position feedback, installation supervision, commissioning, and technical training for the 10MW Francis units in the province of Quebec, Canada.  Hydro-Québec's project goal was to replace these obsolete governor control and main distributing valve with similar to the modern, state of the art, equipment L&S Electric already provided for the unit no.14 in Les Cedres hydro plant, allowing for greater operational familiarity and improved remote control of the hydro plants through the existing SCADA RTU system.

Client Name: Public Utility Disctrict #2 of Grant County

L&S Electric was awarded the design and supply of Kaplan-type governor conversions, utilizing an Allen Bradley ControlLogix PLC platform, to modernize the Pelton OEM equipment for all (10) units at Priest Rapids Dam. Also included are detailed installation instructions, formal on-site training and system integration to include interface with the existing plant DCS. Installation and commissioning will be concurrent with the ongoing turbine replacement project.

Client Name: Expera Specialty Solutions

L&S Electric was awarded the turnkey supply (design, supply, shipment to site, installation and commissioning) of one (1) Basler DECS-400 excitation system and the exciter spare parts for the Mosinee plant's No. 3 steam turbine.

Client Name: Hydro Quebec

L&S Electric was awarded the Beauharnois U15 and U17 Governor Controls Replacement Project. The project includes the supply of two new governor control systems with new LS-15000 main distributing valves, Generator Brake Valve and Came-33 / MLDT position feedback, installation supervision, commissioning, and technical training for the 55MW Francis units in the province of Quebec, Canada.  Hydro-Québec's project goal was to replace these obsolete governor controls and main distributing valves with similar to the modern, state of the art, equipment L&S Electric already provided for the twenty (20) other units in Beauharnois hydro plants no.2 and no.3, allowing for greater operational familiarity and improved remote control of the hydro plants through the existing SCADA RTU system.

Client Name: NAES Corporation

As part of a continuing initiative to modernize and improve operations of its East Delaware Hydroelectric Project located in Grahamsville, the New York City Department of Environmental Protection partnered once again with L&S Electric.  An HMI upgrade was requested to replace aging computer hardware and software.  The scope included new computer hardware and the HMI software upgrades to the most current revisions.  L&S Electric was also contracted to provide onsite services to setup and commission the new HMI system.

Client Name: City of Tacoma

L&S Electric was awarded a project for Governor Upgrades for thirteen (13) units owned and operated by Tacoma Power spread across five (5) different plants.  Although the governors at these plants, Cushman 1 & 2, LaGrande, Wynoochee, and Alder, have some differences, L&S Electric will supply a common design adaptable throughout all the units.  The equipment upgrades will consist of governor control panels/doors, electro-hydraulic retrofits, speed sensing components, gate/blade feedback assemblies, accumulator tank pressure and level transducers. L&S Electric will also perform on-site hydraulic inspections/installations, commissioning services, and customer training, Kickoff Meetings.

Client Name:  New York State Electric & Gas

Going back 10–plus years, L&S Electric had provided a governor upgrade complete with HMI system for New York State Electric and Gas at the Mechanicville Hydro Plant.  This HMI has provided reliable operation all these years.  However, computers and software continue to advance, so NYSEG once again enlisted the help and expertise of L&S Electric.  An HMI upgrade was requested to replace the aging computer hardware and software.  The scope included new computer hardware and the HMI software upgrades to the most current revisions.  L&S Electric was also contracted to provide onsite services to setup and commission the new HMI system.

Client Name: South Carolina Electric & Gas

Fairfield Pumped Storage is a 576MW semi-outdoor generating station located between the Monticello Reservoir and the Parr Reservoir, and the facility contains (8) reversible pump-turbine units. Previous work awarded to L&S Electric includes the design, supply, and installation of PLC-based governor and unit control systems for Units 1, 2, 3, 4, 7 & 8. Also included is a redundant Plant HMI system along with new instrumentation for each of the generating units. The Fairfield Project is unique because it is only one of several sites within the USA that does not incorporate a gate shift ring for the Francis-type turbines. Instead, (20) independent servomotors are positioned around each turbine pit to provide individual control of each wicket gate.  As a result of this highly successful project, L&S Electric was awarded the final piece.  For the new upgrade of Units 5 & 6 full Turnkey project, L&S Electric will replace the complicated, unreliable design which exists on Units 5 & 6 and replace it will the same design provided for the other units. Also included in the project are a few upgrades and enhancement to the Plant Common Control System, Station Service, and Dewatering/Drainage Pump System.

Client Name: White Pine Electric Power

The White Pine Electric Power project provided engineering services to develop the steam turbine's protection 3-line diagram, supply and program the generator protection relay (SEL-700G), and provide the onsite protective relay commissioning.

Client Name: International Boundary & Water Commission 

Going back a number of years, L&S Electric had provided a governor upgrade complete with HMI system for the International Boundary and Water Commission (IBWC) at the Amistad Hydro Plant, near Del Rio, TX.  This HMI has provided reliable operation over the years.  However, computers and software continue to advance, so IBWC once again enlisted the help and expertise of L&S Electric.  An HMI upgrade was requested to replace the aging computer hardware and software.  The scope included new computer hardware and the HMI software upgrades to the most current revisions.  L&S Electric was also contracted to provide onsite services to setup and commission the new HMI system.

Client Name: Kodiak Electric Association

L&S Electric has been contracted by Kodiak Electric Association (KEA) to provide upgrades at the Terror Lake Hydroelectric Plant.  This most recent project includes Unit Control Automation for Units 1 & 2, as well as Plant Control Automation.  L&S Electric will provide the design and supply of the automation equipment as well as complete installation engineering and commissioning services.  Previous projects to date have included Governor Upgrades for all three units as well as Unit and Protection Systems, Hydraulic Pressure Supply System, Turbine Shutoff Valve Controls Upgrades for the newly installed Unit 3.  KEA operates an isolated grid system. The main power source comes from three hydroelectric turbine generators at Terror Lake.

Client Name: Avista Utilities

L&S Electric was awarded a project for the replacement of four existing hydro turbine governor
systems at the Little Falls Hydro Electric plant. Units 1, 2, and 3 had an electric actuator and
Unit 4 has been previously retrofitted using a Woodward 505H digital controller, hydraulic servo replacement, and high pressure HPU system. The project required to update all four units to a consistent digital control configuration utilizing a digital governor based on the Allen Bradley ControlLogix PLC platform, and Nitrogen-Oil Hydraulic Pressure Unit designed based on IEEE- 125 standard. L&S Electric and AVISTA worked in a collaborative way to produce a final design that best suited AVISTA needs.

Client Name: Energy Ottawa

L&S Electric was awarded the Chaudière No. 2 Units 1, 2, 3 & 4 Excitation Controls Upgrade Project. The project includes the supply of engineering services to upgrade the project drawings for demo & install of new Basler DECS-400 Excitation Systems, installation supervision, and commissioning for the Francis horizontal units.  Energy Ottawa Hydro's project goal was to replace these obsolete Basler voltage controls and MG-Set with modern, state of the art, Basler equipment, allowing for greater operational familiarity and improved remote control of the hydro plants through the existing L&S Electric SCADA-HMI system. Chaudière No.2 Generating Station is a four-unit hydroelectric station located on the Ottawa River in Ottawa, Ontario. The powerhouse was originally built in 1892.

Client Name: Manitoba Hydro

L&S Electric was awarded the Kettle Generating Station Units 1, 2, and 3 Governor Controls Replacement Project. The project includes the supply of four new governor control systems with new LS-Pilot retrofit valves, LVDT Main distributing valve, HPU Control, Generator Brake Control, Shear Pin Failure scheme, Speed sensor and Came-33 / MLDT position feedback, installation supervision, commissioning, and technical training for the 102MW Propeller units.  Manitoba Hydro's project goal was to replace these obsolete Woodward governor controls and retrofit the main distributing valves with similar to the modern, state of the art, equipment L&S Electric already provided for unit 4 in Kettle hydro plant, allowing for greater operational familiarity and improved remote control of the hydro plants through the existing SCADA RTU system. The Kettle Generating Station is a run-of-the-river hydroelectric power station on the Lower Nelson River in Manitoba, Canada.

Client Name: First Light Power

The Northfield Mountain Pumped Storage Plant was built entirely underground and is located about 5.5 miles up the Connecticut River from Turners Falls Dam.  During periods of lower electrical power demand, the plant pumps water from the lower reservoir through the Northfield Mountain Tailrace Tunnel to a man-made upper reservoir. At times of high demand, water is released to flow downhill from this upper reservoir through a turbine generator, where it then collects in the lower reservoir to be stored until again pumped to the upper reservoir.  L&S Electric was awarded a project for the design and supply of four (4) Digital Governor Upgrades.  The new governors will replace legacy Woodward Micronet systems.  The new governors will have Redundant PLC systems with simplex I/O.  Value added services such as Installation Engineering and Supervision, Training, and Commissioning are also part of the scope of supply.

Client Name: Manitoba Hydro

L&S Electric was awarded the Limestone Generating Station Units 4, 5, 7 & 10 Governor Controls Replacement Project. The project includes the supply of four new governor control systems with new LS-Pilot retrofit valves, LVDT Main distributing valve, HPU Control, Generator Brake Control, Shear Pin Failure scheme, Speed sensor and Came-33 / MLDT position feedback, installation supervision, commissioning, and technical training for the 134MW Propeller units.  Manitoba Hydro's project goal was to replace these obsolete Vevey governor controls and retrofit the main distributing valves with similar to the modern, state of the art, equipment L&S Electric already provided for unit no.4 in Kettle hydro plant, allowing for greater operational familiarity and improved remote control of the hydro plants through the existing SCADA RTU system. Limestone is Manitoba Hydro's fifth generating station built on the Nelson River in northern Manitoba. It is also the largest in the province.

Client Name: New York Power Authority

L&S Electric was awarded the Ashokan, Crescent, and Vischer Ferry Small Hydro Unit Controls Replacement Project. The project includes the turnkey supply of three new plant HMI systems, ten new unit control systems, six new governor control systems, six new high pressure hydraulic power units with new main distributing valves, installation, installation supervision, commissioning and extensive operational and technical training for the 2.4MW Francis units and the 3.8MW Kaplan units in the Capitol district of New York.  NYPA’s project goal was to replace these plants' obsolete unit control and governor equipment with that which was similar to the modern, state of the art, equipment L&S Electric provided for the two Grahamsville New York hydro plants, allowing for greater operational familiarity and improved remote control of the hydro plants through the existing SCADA RTU system.

Client Name: Hydro Quebec

L&S Electric was awarded the Les Cedres hydroelectric facility upgrade.  This project consists of the supply of engineering services for the design, equipment supply and shipment to site of the full replacement of five (5) I.P. Morris governor with L&S Electric Governor Control and L&S 7500 main distributing valve. Additionally supplied equipment includes wicket gate position feedback device.

Client Name: BC Hydro

L&S Electric was awarded the Ruskin Generating Station project.  This project consists of the supply of engineering services for the design, equipment supply and shipment to site of three (3) unit control systems, three (3) new governor control systems and three (3) new hydraulic pressure units featuring double block and bleed valving.  Additionally supplied equipment includes wicket gate position feedback devices, unit speed sensing assemblies and generator brake control assemblies.

Client Name:  PPL Montana

Work recently awarded to L&S Electric includes the remaining (3) governor conversions for the Hauser Hydro Plant, which will complete the conversion of all (6) original mechanical governors.  With an L&S Electric installed base that is approaching (30) units, PPL Montana has standardized on a customer specific design that includes a PLC-based governor and a hydraulic pressure unit integrated into the same footprint.

Client Name:  United Kiser Services

Owned by Brookfield Power, the Glen Ferris Hydro Project consists of (2) separate facilities housing (8) total units.  The Equipment Upgrade contractor, United Kiser Services, was awarded the turnkey supply of new turbines, rebuilt generators and an automation system designed for remote operation of the plants.  L&S Electric's Engineering Division and Generator Repair Division were selected to participate in the Glen Ferris Rehabilitation project as subcontractors to United Kiser Services.  The Engineering Division's contribution, which is the turnkey supply of the automation system, will consist of providing a plant SCADA system, a plant control system, unit control, unit protection and static excitation.  Also included are two new digital governors for units 7 & 8 and a shared new hydraulic pressure unit.  To ensure a smooth installation and startup, the Engineering Division is also responsible for coordinating efforts with United Kiser Services and with the electrical contractor to ensure that all of the equipment being supplied was properly monitored and controlled by the equipment within L&S Electric’s scope of supply.  L&S Electric’s Repair Division was responsible for inspecting the generator stator and rotor assemblies for damage and also for rewinding the generators.

Client Name:  Puget Sound Energy

Work recently awarded to L&S Electric includes the control systems contract for the Snoqualmie Falls Redevelopment Project.  Scope of supply includes governors, hydraulic systems, static excitation, protection, unit controls, plant controls and a facility controller to optimize plant generation while maintaining both river level and the appearance of the 270’ Snoqualmie Falls, a popular Washington state tourist attraction.  Additionally, L&S Electric is responsible for the delivery of installation engineering, site installation supervision, and control system commissioning.  Plant #1 is the world’s first underground facility and includes (4) impulse turbines and (1) Francis turbine while Plant #2 includes (2) Francis turbines.

Client Name:  SaskPower

Work recently awarded to L&S Electric includes the Northern Hydro PCMS Upgrade Project.  The scope of participation includes the supply of governors, unit control, plant control, unit and transformer protection, and all supervisory control for (17) total units at two individual plants (E.B. Campbell and Island Falls).  Startup and commissioning will be supported by L&S Electric on a time and materials basis.

Client Name: Salt River Project

Work awarded to L&S Electric includes the turnkey governor and unit control system modernization project for the single unit Stewart Mountain Plant. The upgrade also consists of independent interface points with the utilities water management system and their power management system to improve the efficiency and accuracy of plant operations.

Client Name:  Metlakatla Power & Light

Work recently awarded to L&S Electric includes the turnkey governor and unit controls modernization for the single impulse unit at the Chester Lake Hydro Plant and the (3) Francis units at the Purple Lake Hydro Plant.  This upgrade consists of GE RX3i PLC-based hardware designed and tested to C37.90 compliance standards.  Also included are oil pressure system inspection and evaluation services.

Client Name:  Placer County Water Agency

Work recently awarded to L&S Electric includes the governor conversions for the Ralston and Middle Fork Hydro Plants.  Original control equipment for the (3) six needle impulse turbines consists of Voith mechanical cabinet actuators.  The purpose for the modernization is to eliminate aging and proprietary equipment that is becoming difficult and expensive to maintain. The solution from L&S Electric includes PLC-based governors, including new distributing valves, which incorporate sequential needle control to maximize efficiency.  Also included is a river management system to maximize use of the available water.

Client Name:  BC Hydro

Beginning with several plants, BC Hydro identified governor, HPU and unit control requirements.  L&S Electric produced a design applicable to all plants including small to large units (25MW to 500MW).  This effort soon expanded to include PAM (protection, alarming and monitoring) systems.  With a well-established partnership agreement, L&S Electric continues to deliver a defined scope of supply from this family of standard products with controlling parameters for price, design standards, quality, testing and documentation.  Standardized pricing is based upon a per assembly basis and it is normalized by a published index.  Changes to design, or custom projects, are negotiated based upon current rates and customer specific requirements.
